The Snake
Personal information

Residence: Metropolis
Occupation: Construction foreman, snake enthusiast, professional criminal
First Appearance (Golden Age): Superman #18 (October 1942)
Character History
Little is known of the backstory of Bill Chantey, the criminal who became known as the Snake.
He was known to be an amateur herpetologist, raising a variety of
venomous snakes on a private snake farm and that he had been working for
the Allerton Construction Company for years prior to 1942.
Sometime
prior to October of 1942, Chantey became sufficiently frustrated that
he sabotaged work on the Holloway Tunnel, causing a major flood and
killing several men. Undeterred several of the men returned to the job
and when a worker named "Big Luke" took point, he was attacked by an
unknown assailant and found with two fang mark muttering "The Snake"
over and over. Having arrived to cover the tunnel workers for the
Daily Star, Clark Kent and Lois Lane rush to the scene and question the
workers. Clark takes Lois home and heads to the hospital as Superman, where he finds a figure dressed in snakeskin lingering over the stricken worker who he realizes is "The Snake". Leaping forward Superman attempts to grab his foe but the Snake slips free and takes a nurse hostage, threatening to kill her unless Superman flees. Superman complies and returns to find the nurse unhurt but the Snake gone.
Pursuing the story, Kent suspects there is more to learn at the construction site. As Superman, he uses his powers of disguise to adopt an new face and applies to work the tunnel. Other workers take umbrage at the new applicant and one, Matt Hickey, attacks him. Foreman Chantey sends them down to work the tunnel and Hickey takes advantage of their isolation to attack Kent. The Snake, suspicious of the newcomer, as also appeared and strikes at Kent with one of his poison lances, but hits Hickey instead. Changing to Superman, Kent confronts the Snakes but the criminal causes a cave-in that threatens the others workers and escapes as Superman stabilizes the tunnel.
Meanwhile, Lois has been conducted her own investigation and stumbles onto the Snake's stash of lances and poisons. He finds her and ties her to a mine car and sends her hurtling toward her death until Superman rescues her, allowing the Snake to escape again. Reverting back to his worker disguise, Superman finds that Chantey has called the police who blame the new worker for the workers' deaths. Faking an attempt to flee, Kent is attacked by Chantey and rips the foreman's shirt, revealing a snake tattoo he had spied earlier with his X-ray vision. Chantey confesses to all around that is indeed The Snake, driven to crime by a failure to advance as Allerton Construction. He kidnaps Lois as a hostage and retreats to his snake farm, ending to use his venomous pets to dispose of her. As he throws her into a snake pen, Superman arrives and keeps the snakes at bay. Chantey attempts to shoot the pair but his bitten by one of his own animals and collapses. He is taken to the hospital where Kent learns that Allerton will be bankrupted by its failure to complete the tunnel due to The Snake's interference. Superman then finishes the tunnel himself and allows construction to proceed (Superman #18).
The fate of The Snake and whether he had other casework is unrevealed.
Powers and Abilities
As far as is known, William Chantey was an ordinary human with no special powers. He possessed a deep understanding of ophidian poisons which he had cultivated managing a snake farm outside of Metropolis. He had collected and concentrated these venoms and create lances that could deliver them as effectively as a snake bite. How long he had studied snakes and how much of this material was in his possession is unknown.
Weaknesses and Limitations
Separated from his weapons, The Snake could be defeated as a normal human would be. He withstood a snake bite and while he demonstrated human vulnerability to snake venom, it is not clear that his exposure may not have provided some resilience.
Multiversity
No version of the William Chantey or The Snake is known to exist in any timeline outside of Earth-Two.
